The film is set in the 1960s and follows the journey of Shoaib Khan, a young man who comes to Mumbai from Uttar Pradesh to make a name for himself. He starts as a small-time smuggler but eventually rises to become a powerful gangster in the city. Along the way, he befriends Haji Mastan, a notorious gangster and smuggler who operates in the city.
